Raffles and Fundraisers:
The Confederated Salish and Kootenai Tribes have the exclusive right to regulate all forms of gambling within the exterior boundaries of the Flathead Indian Reservation. Currently, the Confederated Salish and Kootenai Tribes and the state of Montana do not have a tribal/state compact pursuant to the Indian Gaming Regulatory Act (IGRA) that allows for Class III gaming (e.g., video poker and video keno, shake-a-day, sports boards banking card games, poker and variation of poker) on the Reservation. Therefore, all forms of Class III gaming are prohibited.
However, the CSKT Tribal Council has authorized the CSKT Gaming Commission to issue and monitor permits for charitable causes under Class I Gaming. These charitable permits under Class I Gaming can be issued to the following but are not limited to: Non-Profit groups, individuals who need to defray medical costs, financial hardships, school activities and other requests that could benefit an individual(s) with special needs, organizations, community benefits or improvement activities.
Class I Gaming, Charitable Permits may be issued for the following forms of gaming but not limited to: 50/50, raffles, poker runs, Calcutta, turkey shoots, or other forms of gambling that has been submitted and approved by the CSKT Gaming Commission. The approved Permits must be available for inspection, have in hand or posted in a visible location where it can be seen by those who participate in such charitable activities.
Individuals or groups may request a Charitable Permit for raffles, 50/50 drawings or other activities FREE of CHARGE, and however, it must be approved by Commission to be conducted.
